IMDB calls it a film noir, and I've seen it on lists of best film noir, too. I haven't seen it in a long time, but it doesn't stand out to me as part of that genre. I look at it as more of a crime film or gangster film; the differences can get pretty thin. I agree that it's an odd movie. Very well-done, and Cagney is great, but it doesn't fall into a specific box for sure.
